About the project

Tobacco is among the single largest causes of premature mortality. As part of the Initiative for Social Cohesion, the Project addresses an issue that has received little attention so far in SEE: building capacity for a wide range of tobacco control measures. Building this capacity in countries will lead in the long-term to the improvement of the population health status in the region.

Project components

The project consists of four components:


  1. Raising awareness and building capacity for the entry into force of the FCTC in the Region
  2. Improving the knowledge and skills of policy makers and public health leaders in comprehensive tobacco control
  3. Information campaigns aimed at increasing the awareness of and supporting the public in the implementation of tobacco control policy
  4. Increasing institutional and human capacity to provide smoking cessation services in the region
Component 1 - Duration: March 31, 2005 - April 1, 2006
Activities performed during Project Component 1:
The First Intersectoral regional Conference of High Level Governmental Authorities from SEE on Entry into Force of Framework Convention on Tobacco Control (FCTC), Sofia, Bulgaria, September 2005.
National Intersectoral Meetings on FCTC
Review of national legislation in light of the FCTC
Review of economic aspects related to tobacco in the region
Study on the prevalence of smoking in the region
Component 2 - Duration: April 1, 2006 - April 1, 2007
The objectives of Project Component 2 are:
To overview measures that are most effective in reducing tobacco use and related death and disease by bringing examples of how and with what successes they were implemented elsewhere
To emphasize the importance and effectiveness of demand-side measures in reducing tobacco consumption
To emphasize the need of using fiscal policy to advance public health
To discuss economic analysis of the demand for tobacco, including the effect of cigarette prices and tobacco taxes and how to conduct elasticity-of-demand studies to determine optimal levels of taxation
To analyze impact of tobacco control policies on employment, tobacco control and smuggling
To set up comprehensive tobacco control and the role and activities of key stakeholders (ministries of health, finance, agriculture, Institutes of public health, schools of public health, NGOs)
