The meeting was organized by WHO Regional Office for Europe together with the Ministry of Health of Croatia. The meeting was attended by country project managers, representatives of WHO, Norway and the Stability Pact Secretariat.

The aim of the meeting was two fold: to summarize the first phase of the project and to «kick off» its second phase. During the first part of the meeting the participants were asked to review the outcomes of the first component of the project, as well as challenges faced and lessons learned throughout its implementation. The second part of the meeting was focused on objectives and implementation of Component Two of the project. It was an opportunity to discuss and agree upon the one year implementation plan, to outline the timetable for national and subregional activities and to identify major partners in the region and within countries.

The meetig also provided an opportunity to discuss and strengthen a common managerial approach to project implementation at both intercountry and country levels as well as to reflect on recent international developments such as the first meeting of the Conference of the Parties of the FCTC development of the European Tobacco Control Report and preparedness for World No Tobacco Day 2006.
